Issue of New Passport - General Guidelines

(Time required : In normal course, on the 4th working day from the date of submission of application or on date of delivery as printed in the acknowledgement receipt)
1) Application for reissue (new booklet) of passport can be submitted if the final validity of the passport is less than one year.  If a passport is renewed after one year from the date of its expiry, an affidavit (AFF 7.pdf) is to be filled. AFF 7.doc
2) The validity of a passport cannot be extended beyond the date of its final validity.  An application for a new passport has to be submitted along with the old passport and copy of Iqama (residence permit). form_1.pdf Form 1.doc
3) An applicant has the option to apply for an ordinary passport booklet of 36 pages (SR 282) or a Jumbo passport booklet of 60 pages (SR 376) of ten-year validity.  
4) A separate passport must be obtained by every individual. A child's name can no longer be endorsed on a parent's passport.  
5) The applicant should submit the application in person for identification.  
6) Three Recent photographs showing frontal view of full face in civilian clothes taken in a studio (Polaroid photographs and photographs with dark glasses or uniforms are not accepted) should be submitted along with the application. Photo Details
7) Documents in Arabic should be accompanied with typed English translation from authorized translator.  
8) Supporting documents like marriage certificate (to be attested by the Secretariat or General Admin./Home Department of the same State Govt. where marriage took place), birth registration certificate, affidavits should either be issued by a Government body or attested by one.  
9) Applicants are advised to ensure that their application in the prescribed format is complete in all respects; that all columns are correctly and legibly filled up and no column left blank, unfilled/non responded to or vaguely filled with a dash, tick, etc.  All signatures in the application should be with ballpoint pen.  
10) It is an offence under the Passports Act 1967 to furnish false information in the application. Passport facilities could be denied on grounds of suppression of material information, submission of incorrect particulars, willful damage/loss of passport or for unauthorized change/tampering. The Passport can be impounded or revoked for violation of one or more of the provisions of the Passport Act.  
11) It is an offence to hold more than one valid passport at a time. Those Indian citizens acquiring citizenship/passport of another country should immediately surrender their Indian Passport to the Indian Embassy/Consulate. 12) Requirements for submitting an Application for New Passport:-
·   Original Passport (including subsequent additional booklets if any)
·   New Passport form 1.pdf 
·   3 latest passport-size photographs (Please See Photograph Requirements Document)
·   Copy of self attested iqama (Original Iqama to be provided for verification).
·   If passport is renewed after 1 year from the date of expiry, an affidavit (AFF 7.pdf) is to be filled.

Change of Name, Address, etc. after Marriage / Divorce
NOTE: FOR ANY CHANGE IN THE MATERIAL INFORMATION ON FIRST AND LAST PAGES OF THE PASSPORT BOOKLET, A NEW PASSPORT IS ISSUED WITH NORMAL VALIDITY.

For change of maiden name to married name, address,  on marriage and for inclusion of husband's name in the passport:-

  • Application in the New Passport form and Miscellaneous Services Form (Forms 1.pdfForm 2.pdf)
  • Original Passport (including subsequent additional booklets if any)
  • Photocopy of inside cover pages and other relevant pages of the passport.
  • Marriage Certificate (MC) in original issued by a Govt. authority and duly attested by the State Government concerned/Ministry of External Affairs along with a photocopy of MC
  • Affidavit for change of maiden name to married name (AFF 5.pdf)

  • Copy of Divorce deed authenticated by court.
  • Affidavit for change of maiden name to married name (AFF 5.pdf) or vice versa.

For inclusion of spouse's name in the passport:-

  • Application in the New Passport form and Miscellaneous Services Form (Forms 1.pdf Form 2.pdf)
  • Original Passport (including subsequent additional booklets if any)
  • Photocopy of inside cover pages and other relevant pages of the passport.
  • Copy of and in original Marriage Certificate issued by competent authority under Government of India (or) State governments (or) marriage certificate issued by any competent institution duly attested by Home Department/General Administration of State Govt. concerned/CPV Division, Ministry of External Affairs.

  • Proof of residential address, i.e., AadRation Card, Electricity Bill/Telephone Bill / Property tax return, etc.

For change of date of birth:-

  • Photocopy of inside cover pages and other relevant pages of the passport.
  • In case the applicant had actually mentioned correct date of birth in his passport application form and provided supporting documents, but the mistake was only in writing of the passport,

Emigration Clearance Not Required (ECNR)
NOTE: KINDLY NOTE THAT ECNR IS NO LONGER REQUIRED
FOR PURPOSES OTHER THAN EMPLOYMENT.

 
18)

Eligibility for ECNR status (any one of the following):-

  • Staying abroad for more than 3 years (either at a stretch or otherwise).
  • Persons with educational qualifications of matriculation and above from a recognized Central/State Board.
  • Persons possessing two years' diploma from any institute recognized by National Council for Vocational Training (NCVT) or State Council of Vocational Training (SCVT).
  • Professional Degree holders.
  • Income-tax payers.
  • Seamen in possession of CDC and sea cadets.
  • Qualified nurses under the Indian Nursing Council Act 1947.
  • Gazetted government servants
  • Managerial level employees in hotels, restaurants, public resorts, etc. holding specialized degree in these fields.
  • Spouses and dependent children (up to the age of 24 years) of the above category of persons.
  • Persons over 50 years of age.
  • Children below 18 years of age provided they are accompanied by any or both parents.
Requirements:-
  • Application in the New Passport form and Miscellaneous Services Form (Forms 1.pdfForm 2.pdf)
  • Original Passport (including subsequent additional booklets if any)
  • Photocopy of inside cover pages and other relevant pages of the passport.
  • ECNR Affidavit (AFF8.pdf) along with a copy of the relevant documentary proof of eligibility for ECNR status.

Emigration Clearance suspended for Iraq (May 9, 2004)

In view of the deteriorating security situation in Iraq, the Government of India has decided to temporarily suspend grant of Emigration Clearancefor Indian citizens applying for going to Iraq directly or through Kuwait and Jordan. (As per the Ministry of Labour’s circular No. Z-11025/46/2003 Emig. dated April 15, 2004).

Passport Fees

vii) Replacement of passport of 36 pages for changes in personal particulars for minors below the age of eighteen years with validity of five years or till the minor attains the age of eighteen years, whichever is earlier SR 188 SR 751
viii) Replacement of passport of 36 pages having validity of ten years for deletion of Emigration Check Required stamp SR 282  
ix) Replacement of passport of 60 pages having validity of ten years for deletion of Emigration Check Required stamp SR 376  
Note: An additional Fee of SR 8 (Saudi Riyal Eight) is levied on each Service as contribution towards the Indian Community Welfare Fund (ICWF).  Additional Processing Fee of SR 13 (Saudi Riyal Thirteen) will be charged by M/s VFS Global.  All fees are to be paid in Saudi Riyals in Cash at the Counter of M/s VFS Global along with application.  Fees once paid are not refunded, even if the application is withdrawn or the service refused for whatsoever reason.
