 Sub:- Global Invitation for Pre-Qualification of Applicants for Ultra Mega Power Projects (UMPP) Odisha and Cheyyur 

 

Government of India have launched the initiative of Ultra Mega Power Projects (UMPPs) of 4,000MW each (both pit-head and imported coal based) on Supercritical Technology to be awarded through tariff based competitive bidding with the objective of developing large capacity power project.  Power Finance Corporation Ltd. (PFC) is the Nodal Agency for this initiative. Under this initiative, 16 UMPPs have been identified so far and 4 UMPPs have already been awarded to successful bidders. Bidding process for 2 UMPPs (Odisha and Cheyyur) has been initiated. 
 
The UMPP in the state of Odisha is pit head project with dedicated coal mines allocated by Ministry of Coal, Government of India, for the project, thereby assuring fuel availability.  The energy charges will be paid by the Utilities in addition to the fixed charge per unit of electricity.  All necessary inputs like land, water linkage and fuel are available. Most of the clearances are available and the remaining are under process and are expected to be in place within the stipulated time.
 
The Cheyyur UMPP in the State of Tamil Nadu, is an imported coal based project with dedicated captive port. In this case, fuel risk is mitigated substantially as it is linked to an international coal index (AP 14). All necessary inputs like land, sea water and all major clearances are available.
 
The project will be developed through Public-Private Partnership (PPP) on Design, Build, Finance, Operate and Transfer (DBFOT) basis, with a balanced risk sharing structure between investors and procurers. With all major inputs in place and assured off-take, both project offer and excellent opportunity to invest around $4bn/£3bn in each of them.
 
The Notice for global invitation for pre-qualification of applicants has been published in leading newspapers of India on September 25, 2013 and September 26, 2013 for Odisha and Cheyyur UMPP respectively, in 'the Financial Times' (London, Worldwide edition) on 27.09.2013.   The same has been published in the 'Economist' (Worldwide edition) as well on 5.10.2013. Sub : Maintenance of the Landscaping and irrigation  work at Government of India owned properties in Riyadh

 

1.       Location:    Embassy of India, B-1, Diplomatic Quarters, Riyadh-11693 of Saudi Arabia.
 
2.       Scope of Work :   The following are included in the scope of work:-
 
(i)                   Providing all necessary services to meet the overall requirements to operate and carry out the maintenance of the landscaping & irrigation work in respect of following sites in Diplomatic quarters:
 
(a)      Chancery & Embassy residence (B-I)
(b)      4 Residential sites at B-292/293/294/295
(c)      3 Residential sites at B-130/131/132
(d)      4 Residential sites at B-14/15/16/17
(e)      6 Residential sites at B-34/35/36/54/57/58
 
(ii)                  Providing of all equipments and like items necessary to ensure continuity of operation of installed plants, services and the maintenance of landscape & irrigation system in the sites as well as necessary consumable items i.e., organic and inorganic fertilizers, insecticides and pesticides.
(iii)                Provision of three maintenance staff to carry out the services on site. A qualified agricultural engineer will also be deputed for general supervision.
(iv)                 Providing of all equipment towards maintenance of irrigation systems i.e., quick coupling valves, sprinklers and emitters.
(v)                  Maintenance of landscape works including pruning, trimming of palms, trees, shrubs and ground covers.
(vi)                 Provision of seasonal plants in two seasons (Winter & Summer) 1600 in number to cover the area both in Chancery and Embassy Residence Swimming Pool Area.
(vii)               Replacements of dead plants and dead grass in Embassy and all Residences.
(viii)             Maintenance of all indoor and outdoor decorative plants in Chancery and Embassy Residence.
(ix)                Provision of at least five (5) potted decorative outdoor plants in nine residences of Representational officers and maintenance/replacement of the same, if necessary.
(x)                  Provision of irrigation water to all staff residences.
(xi)                Provision of sufficient staff to be able to provide necessary replacements in the event of sickness/holidays and other absences.
(xii)               Only Indian Passport holders will be employed for maintenance of landscape and irrigation work in Embassy of India, Riyadh.

3.       Bids:- Interested companies should submit (i) the company profile, (ii) details of jobs undertaken by them in the past with references, (iii) price bids as per the scope of work mentioned in paragraph 2 above. Sub : Cleaning services at Government of India Properties in Riyadh
 

 
1.       Location:    Embassy of India, B-1, Diplomatic Quarters, Riyadh-11693 and Multipurpose Hall, B-35/36, Diplomatic Quarter, Riyadh-11693, Kingdom of Saudi Arabia
 
2.       Scope of Work :   The following are included in the scope of work for cleaning services for Chancery premises, Embassy Residence and Multipurpose hall:-
 
(i)                   Furniture cleaning with untreated or soap-treated solution.
(ii)                  Sweeping and damp-mopping of all marble floor areas, and walks in the Chancery building, Embassy residence, kitchen and pantries.
(iii)                Dusting of furniture, ventilation grills, windows, sheds and picture frames.
(iv)                 Wiping and cleaning of doors, windows and mirrors to keep free from dust.
(v)                  Carpets and carpeted area vacuuming on daily basis and shampooing when necessary.
(vi)                 All officers’ rooms and halls should be disinfected. The water closets shall be cleaned using scouring powder.
(vii)               Daily cleaning of the flag pole and main entrance. Weekly cleaning of fountains.
(viii)             Dusting and mopped cleaning of the auditorium, grills in the outer fence and other grills in open space.
(ix)                Skylight dusting and cleaning. Vacuuming of upholstered furniture and wiping of leather furniture with clean dry cloth every week.
(x)                  Wiping of aluminum/chromium/brass plated, stainless and plastic surfaces as well as lacquered metal. Dusting and wiping of all cupboards.
(xi)                Monthly cleaning/dusting/vacuuming of all surfaces and objects which are not normally visible including walls, door checks, transoms, clocks, exposed pipes and duct works.  Cleaning of light fixtures monthly/upon request.
(xii)               Cleaning of windows, glass surfaces, window sills, window lintels and window grills outside. Dry-cleaning of curtains twice a year.
(xiii)             Cleaning of swimming pool on daily basis. Checking of chlorine and bacteria on weekly basis.
(xiv)              Washing of built-in-furniture in pantries. Daily dusting and spot cleaning of grills and windows.
(xv)               Sweeping and wet mopping of marble and ceramic flooring in toilets on daily basis. Damp wiping and polishing of all mirrors, shelves, dispensers, chromium fixtures. Proper cleaning of wall surfaces, partitions, doors and receptacles, wash basins, showers and water closets. Removal of splashes around wash-basins and water closets.
(xvi)              Supply and use of adequate high quality antiseptics, air fresheners, toilet-papers, soft-tissues, soap and detergents.
(xvii)            Preventive maintenance and repair to preserve the building and structures in a new condition which include painting of the main entrance, steel gates, fence and grills once during the duration of contract.
(xviii)          Only Indian Passport holders will be employed for cleaning work in Embassy of India, Riyadh.
